The Doctor is a character in the 2009 GI Joe movie “The Rise of Cobra”. He used to be a scientist and also a soldier who fought alongside with Duke. He was thought to be dead after going into a building that exploded after a premature airstrike. But he managed to survive but as a result, he was severely scarred both physically and mentally. This eventually lead to him becoming Cobra Commander.
